Kshirodakasayi Vishnu is the next further expansion of Garbhodakasayi Vishnu who enters into every atom and every individual soul in each universe. In the Bhagavad-gita, Lord Krishna states that He is present in everyone’s heart and from Him come memory and forgetfulness. This presence of Krishna is in the Form of the Kshirodakasayi Vishnu, who is called the Paramatma or Supersoul. In the Upanishads it is described that He is the size of the thumb and is seated in the human heart.

“The potency of Sri Maha Vishnu manifests in His glance, which impregnates and pervades the entire material nature, and is personified in the form of Garbhodakasayi Vishnu. The entire mass of conditioned jivas, who are infinitesimal parts and parcels of Sri Maha Vishnu, are also produced by His transcendental glance, Garbhodakasayi Vishnu. Then, Garbhodakasayi Vishnu accepts the minuscule size of a thumb or even smaller and enters the heart of every jiva as Paramatma. In this form, He is known as Kshirodakasayi Vishnu who is thus a partial expansion of Garbhodakasayi Vishnu. Both the jiva soul and Paramatma, the latter also known as Hiranyagarbha, reside simultaneously within the heart of the material body of the jiva like two birds upon the same branch of a tree. The bird representing Paramatma bestows upon the other bird, the jiva, and the fruits of his labour. In this way, the jiva tastes the results of his formative material actions. This is confirmed in the scriptures:

Supersoul—Paramatma-the Supersoul, the localized aspect Vishnu expansion of the Supreme Lord residing in the heart of each embodied living entity and pervading all of material nature; Known as Paramatma in Sanskrit, He is the third of Lord Krishna's three purusha incarnations: 1) Maha-Vishnu, from whom unlimited universes emanate; 2) Garbhodakasayi Vishnu, who enters each universe and is the source of birth of Brahma; and 3) Kshirodakasayi Vishnu, who expands into the heart of every living entity and every atom within the universe. The Supersoul dwells within the hearts of all living beings next to the soul. His spiritual form is four-armed and the size of a thumb. From him come the living entity's knowledge, rememberance and forgetfulness. The Supersoul is the witness and permitter of karma.
