Despitenot garnering a ton of screentime in the films, Prim was imperative to the overall plot regarding Katniss' journey. It was Prim who was initially chosen as the District 12 female tribute at the Reaping for the 74th Hunger Games, leading Katniss to volunteer in her sister's place. With that move, Katniss was forced to participate in the following year's Quarter Quell in The Hunger Games: Catching Fire. As the inspiration of the rebellion, Katniss was eventually brought to the hidden headquarters in District 13. By then, Prim grew into a strong-willed teenager training as a medic. Even though Prim kept Katniss' spirits up, her sister remained her primary motivation in facing off with the Capitol for a better future.
There was no doubt Gale had a strong voice as a leader in the rebellion. His military role allowed him to draw up plans when it came to attacks, but he wasn't the only one to strategize the bombings used on the Capitol. Beetee (Jeffrey Wright) also assisted in those plans, making him just as responsible for Prim's death as Gale. Still, both men weren't the ones to directly order the bombings since that command went to President Coin (Julianne Moore). She had the authority to order the bombings and use them on innocent Capitol citizens. Coin was also the one who allowed a young Prim to work as a field nurse and sent the rebellion medics to the site of the first explosion. If any should take the brunt of the blame for Prim's death, it should be Coin.
