In the meeting, we saw MB construction cost of phase II ( 50% complete) was ~700k. My question is how much of it was contractor's payment?
as far as I know, for phase I (100% Complete) cost was 900k and all of it was contractor payment. ( so I see 100% efficiency in pahse I).

Assalamu Alikum All,
I don't claim to have read all the bylaw items, however I am not sure whether what I read makes me laugh or cry. I don't mean to be disrespectful, however the bylaws enforces the notion that ISF management thinks that the community is not mature enough to make any decisions. Therefore we must protect the Folsom community from themselves by putting one person in charge of making decisions and he can choose the people that can agree with him most of the time. It is the same argument heard from dictators in the middle east. Now I am not going to claim to be a logical or a smart person, however I will admit to being too blunt.
It is very obvious to me that the issue being debated here is not only related to whether UR had been a better option or is MBL is a better option, or is it $1.2 million or $1.9 million for MBL. Eventhough financial accountability must be transparent and out in the open. It is how decisions are made and who makes the decisions. This item must be fixed for the ISF to move on, improve and face future challenges. THE COMMUNITY MUST GET THE FEELING THAT IF CHANGE IS NECESSARY, IT CAN ACHIEVE IT. Otherwise we'll have little participation. 50% of US eligible voters voted in 2008, only 10% went to vote in Egypt 2 weeks ago. Why, because Americans feel that they USA is theirs and change is possible if necessary while Egyptians don't.
Since the inception of the ISF, there has been a few brothers and possibly sisters who have worked and continue to work harder than anybody in Folsom through the ISF. There is no doubt about that and I don't think anybody would disagree with that. Possibly in their opinion, this has entitled them to own the decision making process inside the organization or they feel that way because they can make the more correct Islamic decisions for the community. Others have come in and have agreed with the system and continue to work and possibly donate or do either or both. Some have tried to change but failed and stopped working but still donate or possibly stopped both.
I was told by some people within the community that 70% of the Folsom community don't agree with the lack of democracy in choosing leaders who can make decisions on their behalf. It is possible that they don't do anything about it for the following reasons:
Let us not forget the 30% of the community that is probably happy with the current system, they appreciate this stability.
Instead of debating cost estimates, masjid location and wasting the time and the effort, I suggest the following answers:
You can think of me however way you want, because only Allah knows the intention of people.
When brother Hafeez suggested elections in one of his e-mails, Br. Rafi replied, let us have one issue at a time. Well the UR issue is settled, MBL is being worked on. Is it time to address the real issue? Only time will tell.

Br. Tamer – JZK for taking the time speaking your mind. Unless we have clear way of measuring, I am not sure if 70% / 30% numbers are accurate.
My 2 cents:
1. The brothers, who are looking for transparency in decision making, can certainly join the ISF/FCS board and can see it directly? Right? Have they considered that?
2. I am not sure what elections would solve? There will be 51% happy people, and 49% unhappy people right? In elections you have winners & losers, what we need is a win-win for all.
3. Few years ago during Masjid Bilal ground breaking, entire community stood united, what changed now?
4. If the community splits, it is almost impossible to sustain two Islamic schools and entire community will be left with no Islamic school. Right?
5. Why don’t our community leaders / elders get together and have a Shura and reconcile the differences and stay united. Allah loves reconciliation.
6. No problem is unsolvable with dua / help from Allah and sincere efforts.
