Minutes:

 

  • Engineering Analysis and next steps for MB
    • What is not included in the $2.7M estimate given by contractors?

(Per study by Br. Dia)

  • City fees: $335K
  • Finishing retaining wall on Sibley St: $100K
  • Sidewalk/striping: $10K
  • Utilities (PG&E, SMUD, etc.) fees: $80K
  • Engr Misc Fees: $15K
  • Completing the parking lot: $25K
  • Elevator: $200K
  • Total additional costs: ~$700K  (total cost ~$3.4M)

 

  • Contingency money: 5% of total ($170K)
  • Other potential costs:
    • Project Mgmt. (90K/yr for 2 yrs)
    • Other city inspection fees (~10% = $340K??)
  • Including above 2 bullets, total cost $3.7M

 

  • Other items not included: parking lights, landscaping
  • Development of remaining 15,000 sqft estimated at ~1.5M

 

  • Br. Dia: Construction loan cannot be used to pay city fees

 

  • Lew Howard: ~105 marked parking spaces

 

  • Discussion on the Orangevale site proposed by Br. Fareed
    • Asking price: $6.4M
    • Any additional costs to occupy?
      • Guessing ~$500K for property improvement
    • Assumptions:
      1. Facility will serve neighboring communities, hence larger donation pool
      2. Will require a daily-Musallaa for Folsom
      3. Price per sqft is way cheaper than other options
      4. Fastest option in terms of move-in date

  • Concerns were raised about affordability of either option given our financial health

Does the projected cost of completing MB, include cost of adding a fully equipped Kitchen? If not, what would be the additional expense?

The 4 million Est. dose not include a kitchen. That would be left to the final phase.
Since, The proposed men area in phase II is the future kitchen.
One more Item was not included in my presentation last night was capping off the Key-stone wall which is about $25,000.00

In the meeting,  we saw MB construction cost of phase II ( 50% complete)  was ~700k. My question is how much of it was contractor's payment?
 
as far as I know, for phase I (100% Complete) cost was 900k and all of it was contractor payment. ( so I see 100% efficiency in pahse I).

I don't claim to have read all the bylaw items, however I am not sure whether what I read makes me laugh or cry.  I don't mean to be disrespectful, however the bylaws enforces the notion that ISF management thinks that the community is not mature enough to make any decisions.  Therefore we must protect the Folsom community from themselves by putting one person in charge of making decisions and he can choose the people that can agree with him most of the time.  It is the same argument heard from dictators in the middle east.  Now I am not going to claim to be a logical or a smart person, however I will admit to being too blunt.
 
It is very obvious to me that the issue being debated here is not only related to whether UR had been a better option or is MBL is a better option, or is it $1.2 million or $1.9 million for MBL.  Eventhough financial accountability must be transparent and out in the open.  It is how decisions are made and who makes the decisions.  This item must be fixed for the ISF to move on, improve and face future challenges.  THE COMMUNITY MUST GET THE FEELING THAT IF CHANGE IS NECESSARY, IT CAN ACHIEVE IT.  Otherwise we'll have little participation.  50% of US eligible voters voted in 2008, only 10% went to vote in Egypt 2 weeks ago.  Why, because Americans feel that they USA is theirs and change is possible if necessary while Egyptians don't.
 
Since the inception of the ISF, there has been a few brothers and possibly sisters who have worked and continue to work harder than anybody in Folsom through the ISFThere is no doubt about that and I don't think anybody would disagree with that.  Possibly in their opinion, this has entitled them to own the decision making process inside the organization or they feel that way because they can make the more correct Islamic decisions for the community.  Others have come in and have agreed with the system and continue to work and possibly donate or do either or both.  Some have tried to change but failed and stopped working but still donate or possibly stopped both.
 
I was told by some people within the community that 70% of the Folsom community don't agree with the lack of democracy in choosing leaders who can make decisions on their behalf.  It is possible that they don't do anything about it for the following reasons:
 
  1. They respect their elders and it is not within them to object to elders
  2. They don't have an alternative, they still send their kids to the FCS if they want and have a place to pray
  3. Who cares, I am getting the services, still paying my charity and Zakat, it is providing me an avenue to do some Islamic work and earn some reward
Let us not forget the 30% of the community that is probably happy with the current system, they appreciate this stability.
 
Instead of debating cost estimates, masjid location and wasting the time and the effort, I suggest the following answers:
 
  1. The current administration recognizes that these issues and inefficiencies will keep coming up and they will have to deal with it endlessly, because people will keep questioning their places as leaders.  Or they would be willing to change the system to allow free election to choose leaders because they are the only people who can do that in the current system.
  2. The 70% group just live with this as a fact of life and things stay the same.  Don't forget there were a lot of accomplishments done, hifz, full time school, social activities, place to pray...etc.
  3. The 70% would split off and form another organization within Folsom, this would be a huge loss to the entire community, but some people may feel strongly about it.  At this time, I would only blame the ISF for that.
 
You can think of me however way you want, because only Allah knows the intention of people.
 
When brother Hafeez suggested elections in one of his e-mails, Br. Rafi replied, let us have one issue at a time.  Well the UR issue is settled, MBL is being worked on.  Is it time to address the real issue?  Only time will tell.
 
Progress in the ISF will take place insha'Allah when the following is done:
 
  1. We realize that good intention alone is not good enough to manage an organization
  2. The community feels that THEY OWN THE ORGANIZATION, meaning having the ability to change its course when needed and having control over it
  3. We purify our souls

Very well put brother Tamir.  Unfortunately we havenot evolved over time and definitely lack the decision making system.  Now that this debate is on, I am sure we will resolve it for the community and Allah's sack.

Br. Tamer – JZK for taking the time speaking your mind. Unless we have clear way of measuring, I am not sure if 70% / 30% numbers are accurate.

 

My 2 cents:

 

1.       The brothers, who are looking for transparency in decision making, can certainly join the ISF/FCS board and can see it directly? Right? Have they considered that?

2.       I am not sure what elections would solve? There will be 51% happy people, and 49% unhappy people right? In elections you have winners & losers, what we need is a win-win for all.

3.       Few years ago during Masjid Bilal ground breaking, entire community stood united, what changed now?

4.    If the community splits, it is almost impossible to sustain two Islamic schools and entire community will be left with no Islamic school. Right?

5.       Why don’t our community leaders / elders get together and have a Shura and reconcile the differences and stay united. Allah loves reconciliation.

6.       No problem is unsolvable with dua / help from Allah and sincere efforts.

7.   JZK for taking the time to read this. May Allah guide us all on the straight path.
