Minutes:

 

Date: 10/27/10

 

 

  1. Fine-tune the list of options and pros/cons of each option
    • Spent a lot more time than planned
    • Br. Fareed, Br. Dia, etc. brought up some valid concerns that were captured as architectural opens below and as FAQ's
    • Added a couple of more options to the list (options 5 and 6)

 

  1. Determine next steps and timelines for each option
    1. Option 2 (Masjid Bilal):
      1. Loan Process: By mid Dec. we expect to hear back in shaa Allaah from Ijara loans regarding the loan for MB

 

  1. Architectural opens:
    1. Number of classrooms
    2. Parking spots
    3. Square footage of prayer halls

 

AR Br. Riaz: To schedule meeting with architect to discuss various options and associated costs for developing the MB site (possibly next week or the week after)

 

  1. Contractor bids: Need to verify accuracy and what's included in the $2.7M bid

 

  1. Option 4 (UR):

 

    1. Environmental Study: Decided to defer to the seller and make it a contingency to save the $3K for Phase 1.

 

  1. Architect drawing: Br. Fareed offered to do initial analysis and external layout to determine first-order feasibility in terms of parking spaces, square footage, etc. Expect to have some results next week in shaa Allaah.

AR Br. Hafeez: To work with Br. Fareed to come up with the drawings

 

  1. Traffic study

  1. Go over any quotes we have for the MB option (Option 2 in the "Summary of Options" email)  

 

  • Discussed bid from contractor, documented in the FAQ section, in summary:

 

Phase 0 - 1.8M ( 0 sqft)   : Parking lot, Foundation, Utilities, Steel structure,etc.

Phase 1 - 2.3M (5000 sqft)   : ISF needs only                      

Phase 2 - 2.7M (14000 sqft) : ISF and FCS needs

Phase 3 - 3.7M (28000 sqft) : for future needs

 

 

  1. Go over any quotes we have for the UR option (Option 4 in the "Summary of Options" email)  
    • There is a lease-to-own option for 8,000 per month for 3 years. More details will be presented next time

 

  1. Wrap-up and Q&A
    • People had several Q's especially around parking, square footages, etc. that have been captured in the FAQ document.

Quick update about the class rooms in Masjid Bilal LC(Low Cost) and the parking situation: Details will be furnished by the Architect with the exact class room sizes and the occupancy details required by the city.

Summary: There is ENOUGH area and class rooms available in the Masjid Bilal LC for Crescent School.  I will bring in the drawings with dimentions IA and post it on the wall in the  Musallah. I remember we scrubbed this in detail during the design phase.

High level detaisl in MBLC: There is ~ 6200 sq ft exclusively provided for class rooms. The bathrooms,  hall way and main entrance are separate and are not included in the 6200. That is about another 2000 sq ft.

There are 11 huge class rooms in upstairs (400 to 600 sq ft each, double the size of 1143 Sibley) and one mid size and 2 super size classes in downstairs(520 and 620 sq ft) which can be easily converted to 4 class rooms without any permit changes and much cost.  The biggest class room in 1143 Sibley is about 300 sq ft., avg about 190 sq ft.

We have easily 13-15 good size class rooms in MBLC in addition to office, Staff and Library.

By the way there is no computer room mentioned in the final plans, just empty area that can be converted to class rooms easily. The architect had done that way in the original plan for expansion purposes. We also have the option to reduce the class sizes(say 300 sq ft) to put in more classes, but not needed.

Detials will be furnished soon IA.

Parking: There are 131 spaces in Masjid Bilal. Since the parking area is within the compund of Masjid Bilal we can easily  park  more than that by parking little closer and utilize all the available spaces which we could not do if it were a public parking.  I have seen in LA and chicago Masjids. I have also talked to the Geikkeiken people one time and they are willing to let us use their parking which is half empty always.

JazakaAllahu Khairan for you help and participation in the ISF Masjid project meetings and valuable inputs.

 

Wondering if this Orangevale Church location that you are proposing  - is that for Islamic Society of Folsom and Folsom Crescent School? Is that the Option#5 that you were talking about?

 

Last time when I checked, Folsom is still a great place to live, raise a family and to build a Masjid where City of Folsom has given us the permit to build it and city has very good relationship with ISF community.

 

If you don’t mind could you please post a “Summary of your proposal and pros and cons” so we can read through and come prepared for the next meeting.

Option 6:    Proposed by Br. Fareed. Consider buying a ready-to-occupy structure for the Masjid and School complex outside of Folsom! There is a place in Fair Oaks on Hazel/Greenback that Br. Fareed has looked at which used to be a church + school, so no issue with permits.

 

Pros:

  1. The fastest option in terms of move-in date because the permits (for church and school) are already valid.
  2. Large enough to serve ISF/FCS needs for a very long time (beyond 5 years from today) in shaa Allaah.
  3. Will serve neighboring communities of Granite Bay, Roseville, etc. and for the same reason increase affordability as well.

 

 

Cons:

  1. Highest cost option at present. Will require loan approval of $4M
  2. Will be an inconvenience for Folsom residents to have to commute for Jumuah, Taraweeh, school, etc.
  3. Will require a small temporary musallaa in Folsom to be operated at an additional cost

 

Fareed bhai's Assumption:  We have outgrown the Masjid Bilal project (in terms of parking spaces and classrooms).

On a lighter note, I have to quote an analogy adapted from Br. Rafi :
 
Option 2 (Masjid Bilal) is the car ISF is looking for but is struggling to afford.
Option 4 (UR) is like a budget car some of ISF is ready to settle for because they think MB is unaffordable.
Option 6 (Fareed bhai's) is a bus which ISF cannot afford alone (loan amount), is slightly inconvenient (commute time), but will serve a larger crowd  :)

Jazak Allah Brother Ateeq,
The option is a great one only if we had money.  In this economy, it will be hard to recover the cost which we have spent at Masjid e Bilal site so it will not be a good idea to sell the property to contribute towards option #6.  As Ateeq said, option 6 is probably a Bus with a bus stop too far for majority that they may still want to use the car/cycle.  I think thought is excellent but the money required and inertia to deal with will be significant.

In my view, we should seriously consider UR for current and future use as well.  I think we will need a parking place with MAsjid e Bilal and UR can serve that purpose in the future.

A better place for Jumma where we don’t have to worry not finding place to park, or not worry about people parking at a neighbor’s lot, or people going back because parking was not available. A car is for a few people and a bus is for more than a few and I think our community is more than a few. Even in 2000 we were more than few, if jumma was not being prayed at Rancho and El Dorado, our rental halls would be too small.

 

Second issue, if we are planning to have a fulltime school, we need to have a school which is a proper school and not a metal shed converted to school which is better since it will look like a school, and is not simply a metal box with an asphalt playground for kids to play in. 

 

Many of the parents from Folsom drive their kids to school all over the Sacramento area. For example many people from Folsom and El Dorado Hills drive their children to Churchill Middle School  at 4900 Whitney Ave Carmichael, CA. Others go to Mira Loma High School which is at 4000 Edison Ave Sacramento, and also to St Francis High School which is at 5900 Elvis Avenue Sacramento. All these busses, as mentioned above have a bus stop too far for people living in Folsom?  Why are they still driving to these bus stops?  

 

I think the answer is that there are better schools and they all look like schools with better learning environments for our children.

Most of the masjids in major cities started out small and purchased neighboring properties, as they became available, to grow.  We can InshaAllah do the same. As far as proper school, that is why we saying it is important to build Masjid Bilal. Yes, the stated 10% drive far to MiraLoma, but there are three times as many who want to go there but logistics don't allow it. Location, location, location.   If  jumaah capacity/ parking is an issue, we can have two salaats like Santa Clara or share city's overflow parking lot across the street.  There is a solution for every thing in Masjid Bilal :)

Jazakallah for getting the parking lot assessment for UR Rental!

Looks like we have ~130 parking spots without using the space next to the current building structure for future expansion.

Overall total parking lots available based on the current building is ~175.

I counted in my iPhone so might be off by one or two :(

I counted 167 american parking spots which is same as ~200 Desi parking spots :) ( with double parking etc. :))

Yes, 168!!!! If one needs to increase the play area the parking spots could be reduced to 150 with more room to squeeze few more as I see the landscpaing could be negotiated or modified to get few more. 

Now, we need to figureout how to adjust inside the shade area to meet ours and City's requirement for school and congregation.  I think we have a shot at it if we work diligently.  Lets see how our finances turnout and we get clear picture.
