Missing of ISCCP HGM data in 1989

I am downloading the ISCCP HGM data but I find that the data for 1989 is missing, so I want to know if the data of that year is available?

Could I ask you a question. why the number of the cloud amount data ('cldamt') is 41251, rather than 64800, because the lon * lat is 360 * 180. How I deal with it?
