kindly go through all the attachment serial numbered accordingly for your convenience to understand the whole case. 

                   Even after apprising all Concerned officers, SECR railway is taking a shelter of ignorance under  1990  circular which in itself is wrong and contradictory to IREC VOL 1 214B  and unconstitutional to promote on adhoc basis a Gr B officer(Pay Band 2) to  Gr A post of Senior Time Scale (Pay band 3) by bypassing directly recruited Group-A officer(Pay Band 3) .
