Proposal 1: Change to Weaponmaster lists
Change 19.A.a from:
19.A.a. Weaponmaster will be an Imperial fighting tourney. It will be open to all and will be organized by the Champion. The events for this tournament will always be Single sword, Florentine, Sword and Shield, Open, Great Weapon, and Two Person Teams. Restrictions on weapon length will be the same as with the Crown Qualification tourney in the Single Sword, Florentine, and Sword and Shield categories.

19.A.a Weaponmaster will be an Imperial fighting tournament. It will be open to all and will be organized by the Champion. The tournament shall consist of no less than the four standard lists: Single Sword, Florentine, Sword and Shield, and Open Weapon. Tournament Organizers may also select up to two additional categories from the following list: Great Weapon, Two-Person Teams, Single Dagger, Double Dagger, Reach Weapon, Archery. Restrictions on weapon length will be the same as with the Crown Qualification tournament in the Single Sword, Florentine, and Sword and Shield categories. Tournament categories must be publicly posted at least two weeks prior to the event, or only the four basic lists will be used.
Rationale: Due to two-man teams requiring multiple people, individuals who are striving for points in the tournament may be held at an unfair advantage or disadvantage based on the partner they choose. While teamwork is important, the ability of one individual to potentially carry another individual unfairly in the rankings does a disservice to those individuals who are attempting to compete on their own merits. Having these additional lists also makes for a significantly longer tournament, which many times may be difficult based on the number of entrants and time available. This pares down the requirements to the four basic lists, but still allows some flexibility, and allows tournament coordinators to include additional options as desired.
Proposal 2: Dues and Policies of the Treasury
Remove the following from 7.A.k.:
This will include all bank activities under the following further restrictions. A deposit slip shall be received and added to the financial archives for all deposits. No night drops are ever permitted. Also all withdraws must be by check and the memo area must be filled out indicating why the check was written. The duplicate checkbooks will also become part of the financial archives.
And add the following to section 3:
3.E. All deposits into the Imperial account must include a deposit slip, which shall be added to the financial archives. All deposits must be made in-person at a bank branch, and not via ATM or night drop desposit.
3.F. Expenditures from the Imperial account must be made in one of the following ways: directly by check as reimbursement, directly by check to a vendor, or directly by use of Kingdom debit card (for on-going expenditures only). Cash can never be directly drawn out of the Imperial account . Checks may never be made out to cash unless being used as an initial bank for a Kingdom-approved function, in which case, the memo must be clearly filled out indicating the reason for the withdrawal. Receipts must be provided for all expenditures at the time of the check writing.
And add the following to Appendix A, 1.5.3:
1.5.3.3. Shall be the holder of the Imperial Debit Card. This does not impart the right to spend Kingdom funds; the Debit Card may only be used for on-going expenditures, and must be approved by either the Imperial Monarch or Imperial Prime Minister to be used.
Rationale: The current rules of the treasury are severely limiting in how Imperial funds can be spent. There may be times where it is necessary to have a recurring expense against the Imperial account. In the past, we have had an individual member bear the cost, and then reimburse after the fact. However, the Empire has done a poor job of providing reimbursement in a timely fashion, and in many instances, charges may have racked up that go beyond the monarch or PM's ability to use their discretionary amount to reimburse. This allows the empire to directly pay such things as ongoing rent or membership dues to promotional websites without having the have a member beat the cost until the reimbursement occurs.
While limiting in how funds can be spent, the current corpora is also excessively permissive with regard to event spending, Rakis in particular. At present, the autocrat of Rakis has the ability to spend up to 100% of the treasury on the event, and to basically write blank checks to people to cover any expenditures. The prohibition on writing checks to cash or to people without verification of the expenditure is intended to put some degree of control on event spending.
Proposal 3: Adjustment to Rakis Autocrat choice
Change 5.A.u. from:
5.A.u. The Emperor whose reign begins after the beginning of the Rakis event must call for proposals for the running of the next Rakis event. These proposals should be mostly complete, including site, budget, and proposed events and feasts. The Emperor should choose the best of these proposals and appoint the Rakis autocrat as per the accepted proposal. That autocrat will be in charge of the successful production of the Rakis event, even though much of his/her work may not be done during the reign of the Emperor who appointed him/her.
5.A.u.1. An autocrat can be replaced once appointed in any of the following ways: by voluntarily stepping down or by straight majority vote of Althing. In either case, it is the duty of the Emperor in charge at the time to appoint a replacement autocrat.
To:
5.A.u. The Emperor whose reign begins at the Rakis event must call for proposals for the running of the next Rakis event, as per section 21.
And add the following:
21. RAKIS - Rakis shall be the annual Inter-Kingdom event hosted by the Empire of the Iron Mountains.
21.A. Proposals for the hosting of Rakis shall be submitted to the Emperor whose reign begins at the Rakis event. Proposals should be as complete as possible, and should include such information as the site at which it shall be hosted, a detailed budget of anticipated costs, autocratting staff, theme (if any), events and feasts, etc. The Emperor should choose the best of these proposals and appoint the Rakis autocrat as per the accepted proposal. That autocrat will be in charge of the successful production of the Rakis event, even though much of his/her work may not be done during the reign of the Emperor who appointed him/her.
21.B. The budget for the Rakis proposal must be approved by a majority vote of the Board of Directors prior to its acceptance by the Emperor. Once the proposal has been accepted, any expenditures that are greater than 10% of the proposed budget amount for a particular area must be approved by the Board of Directors before said expenditure may be reimbursed.
21.C. An autocrat can be replaced once appointed in any of the following ways: by voluntarily stepping down or by straight majority vote of Althing. In either case, it is the duty of the Emperor in charge at the time to appoint a replacement autocrat.
Rationale: Rakis is a large enough event that it deserves its own section of the corpora, and setting it out like this makes it easier to understand the requirements than when they are embedded in the Monarch description. This also sets out some level of responsibility on the autocrat to stay within the approved budget; presently, there are no controls to stop the autocrat from spending the entire Imperial account on unnecessary expenditures that the Kingdom may be unable to recoup through the event itself.
Proposal 4: Add the following to the IM Corpora:
4.H. An Imperial audit of all provinces within the Iron Mountains shall be completed by the Imperial leadership following the Rakis event.
4.H.a. All provinces must provide the following information to the Imperial Prime Minister by the midreign event of the fall term:
4.H.a.1. Names and contact information for all officers (including phone numbers and e-mail addresses).
4.H.a.2. Provincial bank account balance.
4.H.a.3. The past year's worth of attendance totals on a per week basis (as entered into the ORK).
4.H.a.4. A listing of all unique sign-ins for the park for the prior 3 months (including a list of names attending during each month).
4.H.b. The information in the audit will be reviewed by the Imperial Monarch, Prime Minister, and the IM Board of Directors to determine if changes in group status are appropriate.
4.H.c. Failure to submit the audit information as required will result in a group being placed on probation. Failure to provide this information for multiple audits may result in Imperial sponsorship being removed from the province.
Rationale: The IM as a whole has been extremely lax in recent history in maintaining contact with our groups, and in reviewing group statuses to determine if elevation is appropriate. Communication is important between groups, and this aims to ensure that we are communicating regarding statuses at least once annually.
