Unfortunately, I did not receive any Rakis bids by the Midreign deadline. At this time, I am opening up the bids to late-comers. Late bids will need to be received on or before the date of Imperial Crown Qualifications. That is Saturday, November 17th at 11:59 pm MST. If no bids are received by that time, there will be no Rakis held in 2013. Bids need not be submitted by members of the Iron Mountains' core. However, due to the new althing measure that went into effect at Imperial Midreign, there is a new hurdle: the budget will also need to be approved by the IM Board of Directors. What I expect from a Rakis bid is as follows:

*The event should be budgeted to make money or break even and any profits returned to the Imperial Treasury.
*The proposal should be mostly complete, including: site, budget, proposed events and feasts, and assigned crats and their duties.
*The bid's budget should include a breakdown of where money for the event is going to be spent, and how many people will need to be in attendance to make the event break even.

The relevant section of the Corpora that will help you write your bid is as follows:

21. RAKIS - Rakis shall be the annual Inter-Kingdom event hosted by the Empire of the Iron Mountains.

21.A. Proposals for the hosting of Rakis shall be submitted to the Emperor whose reign begins at the Rakis event. Proposals should be as complete as possible, and should include such information as the site at which it shall be hosted, a detailed budget of anticipated costs, autocratting staff, theme (if any), events and feasts, etc. The Emperor should choose the best of these proposals and appoint the Rakis autocrat as per the accepted proposal. That autocrat will be in charge of the successful production of the Rakis event, even though much of his/her work may not be done during the reign of the Emperor who appointed him/her.

21.B. The budget for the Rakis proposal must be approved by a majority vote of the Board of Directors prior to its acceptance by the Emperor. Once the proposal has been accepted, any expenditures that are greater than 10% of the proposed budget amount for a particular area must be approved by the Board of Directors before said expenditure may be reimbursed.

21.C. An autocrat can be replaced once appointed in any of the following ways: by voluntarily stepping down or by straight majority vote of Althing. In either case, it is the duty of the Emperor in charge at the time to appoint a replacement autocrat.
