S3_INIT_ERROR different region

Hello,

I'm trying to upload a file to the compound resource backed by s3. Getting an error S3_INIT_ERROR  errno [Cannot send after transport endpoint shutdown]. "Message: The bucket you are attempting to access must be addressed using the specified endpoint. Please send all future requests to this endpoint."

I looked up this error and it's likely caused by region mismatch.

My administrator set s3 bucket region to Oregon, which I cannot change. Where do I specify region when creating an archive resource?

per this page you can set regions based on your formation of the hostname.

after getting to review the code, our version of s3 uses the default version of the 
AWS hostname.  we will move to a version of S3 that allows using other hosts
which will then made new regions available.
