Simple anonymous ticket based download Server

Dear all,

since irods-rest was "retired", we had trouble in providing an adequate replacement, so I finally wrote my own flask server. My flask app provides public (anonymous) access to iRODS DataObjects, Collections and its metadata: https://gitlab.rlp.net/iRODS/iTicketServer 

There are two numbers for tweaking speed:' READ_BLOCK_SIZE' in src/iTicketServer/flask.py and 'buffer-size' in iTicketServer.ini.

Feel free to test it and use it.
