The following is the text of letter to the Prime Minister:

Respected Prime Minister Sahib

Subject: “Jadugar ki Jaan Totea Mea”—Governance, Corruption & Inheritance Policy

In the story of ‘Sindbadh The Sailor’, the evil magician cannot be hurt because he hides his life in a parrot which is secure in a far off place. Likewise the Hydra of corruption and miss governance cannot be defeated by attacking it directly.

It was in 2004 that I was briefly exposed to the fact that, it is vital for society to moderate the manner in which wealth is passed from one generation to another. The surprising aspect of this line of thought is that it emerges from pure ‘capitalist’ thinking and values. In fact, the founding fathers of Capitalism actually understood the pitfalls of unfettered inheritance and protected their society from polarization of wealth and opportunity and its related social effects.

In a family centric (family obsessed) society, the importance of a rationalized inheritance policy cannot be overstated.

In the absence of such a policy, accumulation of family wealth becomes the reason and sole objective for existence. Pathological polarization of wealth and opportunity and its resultant effects on the psyche of society, must necessarily follow.

Across all countries, there is a very strong correlation between a rationalized inheritance policy and good governance.
• Countries that have a rationalized inheritance policy also have good governance.
• Countries that practice unfettered inheritance do not have good governance and are stuck in the quicksand of deeply embedded corruption.

The exceptions to the above strong correlation, are Canada and Australia. These countries have unfettered inheritance and yet have good governance. Countries like Singapore, China and Russia also have unfettered inheritance but are far too unlike India.

It is very interesting to observe the effects in countries that changed their rationalized inheritance policy to unfettered inheritance:
• Egypt opted for unfettered inheritance in 1996. Egypt used to be a stable society with a culture deeply rooted in its ancient past but that has all been undone and today it is essentially non governable.
• United States of America opted for doing away with its robust rationalized policy in 1999 and within a span of few years, sheer greed and connivance, bypassed all checks and balances that led to its worst economic situation.

As for India, an unfettered inheritance policy, is the anti thesis of the Preamble of our Constitution and rudely flies in the face of the Directive Principles of State Policy.

• Sardar Kushwant Singh had mentioned about my short essay in his column in October 2010. (attached).

• Some 6 months down the line Mr. Montek Singh and Mr. Chidambaram had talked about rationalizing inheritance policy, in the full body Planning Commission meeting. (Press report attached).

• Just before the latest budget Mr. Chidambaram had again raised the point at a function at National Institute for Public Finance and Policy. (Press report attached).

• The World Bank too has suggested that India rationalize its inheritance policy. (Press report attached).

THIS AFFECTS ALL OF SOCIETY YET IS NEVER DISCUSSED.

Respected Sir today you have a choice and the strength, to lead the cause, or else be tossed in the wake of its effect.
