Choosing the next IREE stable release candidate

Hi all,

Our latest stable release is several months old (https://github.com/openxla/iree/releases/tag/candidate-20230524.529) and I'd like to promote a recent nightly release to stable and push to pypi.

Does anyone have any concerns with the proposed candidate or alternate proposals?

We also have some major improvements for compiling/running large programs (LLMs) in the pipeline, some of which include version bumps that break compatibility (e.g. https://github.com/openxla/iree/pull/14665). I'd like to promote a release to stable before and then after such changes.

I would push today's release. I've been pushing misc fixes to the runtime packaging for the last three days, and today's is "clean". The priors are fine but have some issues with the new ability to always have Tracy available.

Okay. That would be https://github.com/openxla/iree/releases/tag/candidate-20230815.614. Usually I'd prefer to give a bit more soak time before calling something "stable", but that's close enough. Extra sources of instability could be LLVM integrates, and we had one of those land today (after today's release build).

Unless anyone else objects, I'll plan on promoting today's release to stable (GitHub releases and pypi) around tomorrow morning.
