Dropping support for Ubuntu 18.04

Hey folks,

Ubuntu 18.04 has reached End of Life and we will consequently be dropping support for it. This has been our general policy for Ubuntu support. It includes updating our CI docker images to Ubuntu 20.04, the oldest LTS version still under standard support.

We expect that new releases of IREE will imminently stop working on Ubuntu 18.04, when we update to use ManyLinux 2.28. IREE may still build on Ubuntu 18.04 or other older OSes but we won't offer any support for this use case.

+1. 

Should we use the latest LTS instead of the oldest - even though we can still support 20.04 but our docker containers could be 22.04 based. Just generally newer software to deal with and you can kick the can down the road a bit :D

We deliberately use our oldest supported version of things in CI (OS, compiler, etc). If CI doesn't test it, it would very likely be broken and would hence not really supported. We use our *-bleeding-edge (not an awesome name) for the latest version we support for fun new features and run e.g. the ASAN build with that

+1 to bump the Ubuntu version, which would make it much easier to bring CUDA 12 into the CI.

FYI: https://github.com/openxla/iree/pull/13907 migrated IREE CI base docker images to Ubuntu 20.04.
