pre-release of irace v4.0

Dear irace users,

I am preparing the release of irace v4.0. The list of changes is quite large: https://mlopez-ibanez.github.io/irace/news/index.html#irace-development-version

Some of them are major breaking changes to get rid of outdated interfaces, inconsistencies and simplify the use of irace.

If you have the chance, it would be great if you could test the development version of irace,  and report back any errors or strange behaviors that you get. Please read first the list of major breaking changes (https://mlopez-ibanez.github.io/irace/news/index.html#irace-development-version) and update your scenario.txt and parameters.txt files accordingly.

Installing the development version of irace is as easy as installing the stable version. Just follow the instructions here: https://github.com/MLopez-Ibanez/irace/?tab=readme-ov-file#github-development-version
