In southern California there is a "cash for grass" program that is hugely popular. Look at the results: 172 million square feet of turf removed in SoCal alone, which is more than three times the *state-wide* goal:
"Faced with overwhelming demand, the MWD Board of Directors voted Tuesday to increase funding for turf removal by $350 million, a temporary boost intended to cover the surge in rebate requests through the end of 2015. The money should be enough to replace 172 million square feet of grass — which far surpasses Brown's call for California to replace 50 million square feet with drought-tolerant landscaping."

Of course much of this will be replaced by drought-tolerant landscaping rather than artificial turf. But as one of a few options, artificial turf is a part of the solution.
A side note: The first version of the "cash for grass" program was overwhelmingly used by commercial buildings.
