How to fix infrastructure (an object lesson for BART)

The Washington Metro may shut down one ore more of its rail lines for months. 

In 2010 and 2011, Los Angeles shut down the venerable 405 freeway for several months to widen it and make improvements.

And the NYC subway will probably shut down its L Line, which is the primary link between Manhattan and Brooklyn.

American's long-neglected infrastructure is crumbling. Far too much deferred maintenance.

Better one long cost-savings shutdown than a myriad smaller and ultimately more expensive ones interspersed by repeated problems.
