I have added a tentative XSD schema file for the API.
PLEASE NOTE: The posting represents a work in progress & that it does
not currently reflect the LIVE environment. This posting is here for
comments only. This posting represents quite a few structural changes
to the commands. Nothing MAJOR... but fundamental none the less.
