Found a weird file in my windows security

Hello. First just want to say I love this program, thank you for making it and to me it is the best messenger ever made hands down. I noticed in my Windows Protection History that there is some file that Windows wants blocked and I don't know why. 

I goggled it and most places say it is malware. I don't believe so. I was wondering if you could please explain to me what is? I took a screenshot of it for you. Is it safe? Do I need to remove it? Thank you in advance for any help you can give.

I don't know the file, but it seems the file is not my official installer.

I recommend to delete it.
