IP Messenger message sending delayed

At our organization, some users are facing this issue. Though the IP Messenger is running on the task bar, they need to open it & refresh it to get the messages. If anyone tries to send them the message it shows - sending delayed. Tried removing & reinstalling but couldn't resolve the problem. Once the IP Messenger is refreshed, it gets all those pipelined messages.

It seems firewall problem.
Your PCs TCP/UDP 2425 port is opened? it is required.

The above mentioned ports are open. And we have more than 40 users connected via hardware firewall. Then how is it possible that only one PC will be having the problem related to firewall? In Windows Firewall also i have checked the entries for IP Messenger & ports. They are listed in exception and given the required access.

One more thing - if a firewall is blocking this communication then how does it work after refreshing? It is not completely blocking; it gets into hibernation like stage i guess. After refreshing the user list it starts receiving messages. Kindly help. Thanks in advance.

Windows firewall does not block received UDP packets for about 1 minute from sending a UDP packet.
I think Windows(or another) firewall is enabled.

I have same problem. I can send messages normally to others, but if I attach files, they cannot receive them.
In opposite, if another starts to send me a message, I can't receive until clicking to refresh button. But I can receive their sent files!
Once I click refresh button, the conversation is normal (sending file problem still there), but after some sent-received messages, the problem occurs again.
How can I fix it?
Port 2425 is opened.

For file transfer, it requires to open sender's 2425/TCP port.

Thank you for reply, but my problem is not only file sending, but also message receiving as I described above.

Finally, I found out the way to fix this problem.
Go to Control Panel > System Security > Windows Defender Firewall > Allow an app or feature through Windows FireWall
Find IpMsg and check in both private and public.
