Looking at my server log, I see the iphone reloads every page, and
more importantly it reloads the same css and js file for each page on
my site.

Has anyone else seen different results?
I guess it's ajax for me!

Yeah, same here, but also leaving a web page open on the iPhone or a
period of time, then coming back to it from another iPhone app or
turning the iPhone back on, then going to the browser, the web pages I
have open sometimes go blank or black and I have to reload them
anyway... and sometime my iPhone reloads these blank-left open pages
on it own...? anyone else experiencing the same?

... images seem to be cached at least.
