Technical Writer

Program Overview: Pathfinder’s Technical Services Unit provides guidance and expertise in a variety of technical areas to strengthen Pathfinder field offices and government and NGO partners, who develop and implement Pathfinder projects.  These areas of technical expertise include contraception, abortion and postabortion care, maternal and newborn health, HIV and AIDS, adolescent and youth sexual and reproductive health, behavior change, community mobilization, technical documentation and communications, and knowledge management.  TSU staff provide overall programmatic direction in their key areas, provide technical support to field offices, document programmatic activities, and produce curricula and technical tools.

Position Purpose: The Technical Writer works closely with Technical Documentation Advisors in TSU to research and develop content that showcases Pathfinder’s implementation experience.  Targeting a global technical audience, the Technical Writer uses qualitative and quantitative skills to analyze and present project results and experiences.  S/he must be able to convey complex information simply and succinctly. Working with the Technical Documentation Advisors and Communications staff, the Technical Writer is responsible for coordinating dissemination of Pathfinder technical publications and resources in online and print forms.  In addition, s/he assists in editing technical documents, reviewing documents with an eye for consistency, clarity, and grammatical correctness.

Key Responsibilities: Write original content for publications highlighting implementation experience, challenges, and accomplishments.  Work with project leads and country teams to capture critical concepts for articulation to external audiences. Under guidance of other technical advisors within TSU, develop skills of Pathfinder field staff in production of technical publications.  Advise on targeted dissemination strategies to ensure technical publications reach priority audiences.  Edit Pathfinder technical documents (e.g., conference abstracts, presentations).  Work with Technical Advisors, Program Directors, and Communications staff to prioritize products to be developed and their corresponding timelines.  Participate in development and monitoring of publications timelines to ensure deadlines are met.  Work closely with editor and graphic designer to produce and finalize products.  Prepare summaries to announce products on project website and via social media channels.

Basic REQUIREMENTS: Required Bachelor’s degree in Public Health, Public Administration or related field.  Minimum of four years progressively responsible work related to Public Health, Health Education, International Relations, Development Studies, Women’s Studies, Communications, or related field (two years’ experience will be acceptable if candidate has a Master’s degree in Public Health related field).  Excellent writing skills, with an ability to write technical content clearly, concisely, and in an engaging manner, drawing from a variety of data sources under tight timelines; Familiarity with sexual and reproductive health topics, terminology, and programming; Professional experience in dissemination of written products in a variety of forums, ideally in development or relevant field; Familiarity with design of visual representations of data, including diagrams, charts, and graphs; Qualitative and quantitative data analysis skills; Excellent organizational skills with an emphasis on being thorough and very detail-oriented, with ability to multi-task; Ability to work effectively in a highly collaborative team; Excellent computer skills to include proficiency with Microsoft Office products; Fluent in written and spoken English; Ability to travel internationally up to 30%; Commitment to the mission, vision, and values of Pathfinder International.

Preferred Qualifications: Master’s degree in related field strongly preferred; Previous experience studying or working in a developing country or countries; Editing experience a plus; Fluency in French, Portuguese, or other language; Familiarity with Adobe InDesign a plus.

Program Officer I

Program Overview: The Country Regional Operations (CRO) Department, in collaboration with Country Representatives and under the guidance of the Vice President of CRO, is responsible for overseeing and monitoring programs that will ensure the alignment of Pathfinder’s technical areas with projects in the field.  The Department consists of three Country Management Teams (CMT) that provide management and technical support to field office colleagues.

Program Purpose: The Program Officer I provides a range of programmatic and administrative support to one or more country office activities.  S/he ensures that support is provided in an effective and efficient manner, works with senior headquarters staff in responding to short and long-term country office needs, and communicates activities updates to internal stakeholders.

Key Responsibilities: Provides programmatic and administrative support to Pathfinder projects and country offices as assigned.  Collaborates with country programs and other headquarters departments in the development and implementation of country program proposals, strategies, results frameworks, workplans, and budgets.  Monitors and supports fulfillment of technical assistance needs and plans as requested by Program Director.  Coordinates technical assistance including preparation of scopes of work, payments and travel arrangements, and review/ e-filing of subsequent trip reports. Facilitates communication between field offices and headquarters departments regarding subproject, project closings and program activities in country.  Participates in monitoring achievement of program and subproject objectives for cooperative agreements, contracts, and grants including assistance with the preparation of quarterly and annual reports for donor agencies.  Helps coordinate systems for developing, processing and monitoring subgrants and projects including review of proposals, monitoring of progress oversees preparation of paperwork for subproject award, modification, and closure.

Facilitates and coordinates communications between field and headquarters for website and printed materials and distributes technically appropriate program and reference materials to the field as needed.  Monitors Country adherence to deadlines for project reports.  This may include editing, reviewing, formatting, and production of program documents for internal and external distribution, including periodic reports, subgrant proposals, and trip reports.  Participates in proposal development process with Resource Development Team and other proposal team members (Program Assistants, TSU, F&A as needed).  Facilitates the administration and approval of post allowance packages for expatriate and TCN employees in assigned countries.  Provides guidance to the Program Assistant on post allowance issues.  Coordinates annual project reviews, quarterly reviews and monthly meetings and communications and other programmatic reports as needed.  Facilitates team meetings with other headquarters departments as needed.  Organizes responses to donor request(s) for information.  Maintains paper and e-files for country office subproject, all donor proposals and reports.  Monitors annual budget for assigned projects (under the direction of the Project Directors or designate); Performs other duties as requested by Program Director.

Basic REQUIREMENTS: Bachelor’s degree in Public Health, Public Administration or related field.  Minimum of three years reproductive health, family planning, public health, HIV/AIDS and/or international development-related work experience. Technical Director
Port-au-Prince, Haiti

Program Overview: Pathfinder is seeking a Technical Director for the USAID/Haiti Services de Santé de Qualité pour Haïti (SSQH) project.  The overall purpose of the three-year (with the option of a two-year extension) Services de Santé de Qualité pour Haïti (SSQH) project is to improve the health status of the Haitian population.  This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels (particularly in rural or isolated areas); (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.

Position Purpose: The Technical Director provides technical leadership and expertise to the Project and in-country counterparts to strengthen the delivery, access to and quality of HIV and AIDS, Family Planning/ Reproductive Health, Maternal and Child Health, and Nutrition services at the facility and community levels.  S/he identifies, develops and disseminates relevant clinical tools, approaches and best practices to improve clinical performance, introduce quality assurance standards and guidelines and integrate supportive supervision at each service delivery level.  The Technical Director guides training initiatives and supports the dissemination of clinical tools, curricula, medical technologies and resources to maximize impact of high quality and sustainable clinical services.

Key Responsibilities: Provide clinical leadership and technical direction to develop, implement and monitor services including clinical training activities and quality improvement approaches.  Identify emerging medical technologies and approaches in relevant clinical areas and disseminate new knowledge to Project staff, host government counterparts and implementing partners to improve the quality, utilization and sustainability of services.  Work with Program staff and local implementing partners to develop and adapt practical and sustainable tools to enhance the quality and sustainability of clinical services.  Develop training curricula and materials, and provide technical guidance for facility-based guidelines, standards and quality improvement approaches.  Support capacity building interventions to assist Project managers and providers in delivering high-impact clinical services.  Work closely with Project staff and implementing partners to identify, document, disseminate clinical best practices and position the Project to take them to scale.  Identify and address knowledge gaps related to clinical issues, and contribute to developing the Project’s research agenda in accordance with donor mandate.

Basic REQUIREMENTS: Advanced degree (MD, MPH, PhD) in Medicine, Public Health, Nursing or related field.  Minimum of 10 years’ experience in the field of primary health care with in-depth technical knowledge of implementing maternal and child health, family planning, HIV/AIDS and other infectious disease programs.  At least 5 years’ experience in managing donor-funded projects and in the design and implementation of overseas health projects; preferably in the Caribbean.  Minimum of 3 years’ experience in the management of a results-based financing program in public health.  Ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of primary health care programs. Familiarity with USAID or other USG administrative, management and reporting procedures and systems.  Demonstrated expertise in health service delivery, training and capacity building in one or more of the following technical areas: HIV and AIDS, Family Planning/ Reproductive Health, Maternal and Child Health and Infectious Diseases.

Understanding of comprehensive health system, health, population, and nutrition context in Haiti.  Experience developing medical guidelines, performance improvement standards and curricula and other materials in area of technical expertise.  Demonstrated experience strengthening facility-based clinical services in resource-poor settings.  Strong background in health systems strengthening, and community-based approaches for service delivery and experience working with partners and stakeholders at all levels (from national to community).  Proven ability to synthesize and disseminate medical best practices and lessons learned to government officials, key stakeholders, implementing partners and beneficiaries to maximize access and quality.  Demonstrated presentation skills and ability to effectively communicate and exchange ideas and knowledge with the aim of enhancing outcomes and Project results. 

Excellent verbal and written communication skills; demonstrated talent in writing technical content to increase support for quality improvement among varied technical and lay audiences.  Proven ability to create and maintain effective working relationships with U.S. and host country governments, key stakeholders, FBOs, public and private/ commercial sector partners, international donors and senior members of the Haitian donor community. Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.  Excellent diplomatic, interpersonal, partnering and negotiation skills.  Fluency in spoken and written English and French (tested FSI R4/S4).  Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.  Ability and willingness to travel In-county as well as to the US Headquarters.  Knowledge of the political, social, economic and cultural environment of working in Haiti.

Preferred Qualifications: Resident and professional experience in Haiti strongly preferred.  Additional proficiency in Haitian Creole preferred.  Significant experience designing, implementing, monitoring and evaluating clinical standards, guidelines and performance of USAID-supported health programs.
