There is an opening for an Organizational Development Consultant (15+ years’ experience required) in Washington, DC. Salary range: Up to $635 daily depending on consulting history; Open period: August 14-25, 2013; Position information:

Background: The USAID, Bureau for Global Health, Office of HIV/AIDS (OHA), and most recently the Implementation Support Division (ISD) within OHA, have undergone a series of recent leadership changes. Most importantly for this scope of work, the division has a new Chief. Upon arriving into the position, the new Division Chief led a series of one-on-one meetings with all existing (and physically present) staff in the division. A key theme emerged – The division is struggling with its own identity and lacks cohesion in a vision and strategy for the future. The need for improvement and adjustment of the foundational operating platform of the division exists and is the basis for this scope of work. Additionally, a long history of organizational development research
continues to highlight the importance of using participative methods in order to develop team skills, knowledge, and capacity to thrive in today’s constantly changing and complex times.
Scope of Work: USAID/Washington, Office of HIV/AIDS, Implementation Support Division (ISD) is requesting a highly-qualified organizational development consultant to lead the team through a series of participatory team activities and exercises in order to actively manage change and foster system innovation. In this endeavor we hope to achieve: A unified understanding of the purpose of the division (why we exist); where the division is headed and why; strategies to get there; and what each team member contributes to the future. A team shift from vertical fragmentation to connectedness. Full participation in a process that capitalizes on individual and collective wisdom and harnesses the full potential of the team.
This proposed activity
comprises a total of 26 consultant days spread over a six month period. Three key events are proposed: One in Sept/Oct; one in Nov/Dec and One in Jan/Feb. The exact dates will be determined after consultation between the consultant and the Division Chief.
The table below summarizes the proposed activities, Level of Effort (LOE), timing and deliverables.
Proposed Activity: Gather information from division-identified stakeholders including team members. LOE/Proposed Timing: 8 consultant days; Before end of September. Deliverable: Summary Document outlining key themes.
Proposed Activity: Guide division self-diagnosis including identifying assumptions against standard strategy formulation challenges. LOE/Proposed Timing: 6 consultant days; End Sept. or early Oct. Deliverable: Summary document outlining key findings from an organizational self-diagnosis.
Proposed Activity: Guide
development of a strategy map (Part One) in which the team examines the internal processes that they must excel at in order for the division to ensure high performance and results. LOE/Proposed Timing: 6 consultant days; End Nov. or early Dec. Deliverable: Strategic Directions (Part 1).
Proposed Activity: Guide development of a strategy map (Part Two). LOE/Proposed Timing: 6 consultant days; End Jan. or early Feb. Deliverable: Strategic Directions (Part 2).
Deliverables: The contractor will be responsible for the following deliverables: Summary document of findings after interviews with key stakeholders; Summary document of findings from an organizational self-diagnosis; Strategic Directions document.
QUALIFICATIONS: The following qualifications are preferred: 15 years of experience in organizational development required. Demonstrated capability of providing similar assistance to US Government offices
or agencies and/or to private sector organizations. Evidence of the use of participatory methodologies.
