Plan for IPF 5.0.0

Hi,

according to https://lists.apache.org/thread/7cw9g8jtyppd398yc5b3y2bcd8dzkwy2 the release for CXF 4.1.0 can be expected soon, and so we're also more or less ready to get IPF 5.0.0 out of the door. 
I spent some time with various cleanups and ensured that everything builds with the CXF 4.1.0-SNAPSHOT. I would propose to cut a final IPF RC after the CXF release so everyone has a chance for a round of testing and we have some time to update the documentation. 
Then we can go on and do the 5.0.0 release in January.

Any objections?

sounds good to me, I'll provide the RC as soon as the CXF-4.1.0 is released,
