FHIR R5 dependencies in 4.x

Is it correct that both ipf-commons-ihe-fhir-stu3-mhd and ipf-commons-ihe-fhir-r4-mhd declare a run-time dependency on hapi-fhir-structures-r5 (seemingly, just to use org.hl7.fhir.r5.utils.validation.constants.BestPracticeWarningLevel)?

All the FHIR validator (hapi-fhir-validation:5.7.2) uses the R5 dependencies, so removing the R5 dependencies would probably require downgrading the validator (to version 4?).
