More IPC 2008 results online

Dear IPC 2008 group,

I've added some more experimental data for IPC 2008 to the competition
website.

Most of this data was already previously available in the "raw
competition results" archive that used to be linked from the homepage,
but now it is available in a much more accessible format.

There are two separate versions of the data available. One is exactly
what was used for scoring the competition, and the other includes some
additional reference plans in the transport domain of the temporal
satisficing track. (More/better reference plans affect the IPC scores,
so we'll keep the original archive around for reference.) By accident,
these additional reference results were already contained in the
archives that were previously available on the website, so if you
downloaded that or got reference results by email from me at some
point, note that the results for tempo-sat transport that you got
don't fully match the scoring used in 2008. (The differences are very
small, though.)

I've also uploaded the results of the nonlearning planners in the
IPC-2008 learning track domains that were discussed in the learning
track's result presentation at the competition. These were previously
not available.
