Action costs in the sequential and net benefit tracks

Dear IPC-2008 group,
we have added a page to the wiki that states how action costs will be
encoded in the sequential and net benefit tracks. (The temporal tracks
don't have action costs.) Here is a direct link:

The page is also linked from the various pages that describe the
individual tracks (such as http://ipc.informatik.uni-freiburg.de/SequentialSatisficing)
