Planner submission instructions

Dear IPC-2008 group,

we have added a page to the IPC wiki that gives detailed instructions
on how to package your planners for submission:

Please read the instructions carefully and make sure to follow them
when you submit your planners later this week.

Let me also use this opportunity to remind you that the strict
deadline for planner submission is Saturday, May 31st (i.e., this
week).
