Exempting Sites from bandwidth limits

Hello mga Lab managers. I hope you can share your expertise. I have
set-up a smoothwall server as bandwidth manager for proxy users. My
problem is - local access to the intranet site passing through this
server has also slowed down. How can I exempt access to the local
intranet.

This is the setup

3 servers with (2 NICs) is connected to a router(public
ips)

This 3 servers whose 2nd NIC is connected to a common switch are
the following:

1. smoothwall with squid - students access internet through this
proxy
2. squid proxy(transparent) - admin and faculty access internet
through this proxy
3. moodle site - everyone access this server but student access is
very slow..

Please help me.
