Time to receive news group item via IDT - an example

It took awhile to get an answer - major email problems between
government agencies in California to be exact - but it turns out that
the central IS office for LA County has blocked sending messages to
newsgroups. So, there was reason and rhyme in all this, and IDT was not
the source of any problem in this regard.
