iOS Accessibility Which would be the place to log any Voiceover specific issues ?

To report a bug in VoiceOver itself, use Apple's Feedback Assistant. When you fill out the bug filing form, one of the dropdowns should include "Accessibility". From there, you can explain the issue, potentially attach screenshots or sydiagnose files, and submit the bug.
