As the title says, our use of gml:id on component sml:Systems in the
DescribeSensor templates is not consistent. The station components in
DescribeSensor-Network don't have them at all, and only some of the
components in DescribeSensor-Station have them.

I'll fix (add to all components in DescribeSensor-Network and
DescribeSensor-Station) if I can get a +1 or two. Requiring these gml:ids
seems a little pointless to me since we have the sml:component's name right
above it, but its usage seems standard.
