Sun-setting the ioos_sos in compliance-checker

Greetings ioos_tech community,

We are removing the ioos_sos checks in compliance-checker. If you are
a user of this module, please pin the version of compliance-checker in
your workflow to any version <7 and, if you really need such tests,
one can make an external plugin with the current code moving forward.
