9 patch image for cordova app is there any work around ?

in my application splash screens , app icons taking 5mb size. i want to use 9 patch images there as well

You can actually reduce the final build size when everything is completed. 
From Android studio, you can convert the images to webp - with 60% image quality - Where you won't notice a visible difference, but the size of images would be reduced by approximately 60%-70%
