Yati,
       Got the HelloIOIO apk onto my phone, plug it into the IOIO, charging is indicated and USB debugging is seen on phone. But toggling button does not get the led to blink.What next?

I think I had the same problem as you.

I used another IOIO and another Android tablet (Yarvik tab210) to upgrade the firmware with the IOIO Manager.

Samsung  I5800 (Galaxy Apollo) works with this firmware :

Hardware ID: SPRK0016 Bootloader ID: IOIO0301 Firmware ID: IOIO0311

with 
Hardware ID: SPRK0016 Bootloader ID: IOIO0300 Firmware ID: IOIO0310
it doesn't work

Yep. Most likely that same USB bug that's causing everyone grief...

Well I have had the IOIO less than a week from Sparkfun. Doesn't it have the latest firmware?

That's something you'll have to ask SparkFun. I recommended V3.01 bootloader several weeks ago. I don't know when they actually changed and how much stock they had before they did.

Witch Android ROM does you use?
My IOIO is the same "Hardware ID: SPRK0016 Bootloader ID: IOIO0301 Firmware ID: IOIO0311" but in not work at my (German branding free) galaxy 3 and I have already tested a few ROMs from SamFirmware.com and CM7 based ROMs from http://forum.xda-developers.com/forumdisplay.php?f=868 . At My HP TouchPad with CM9 the IOIO work without any problems but my galaxy 3 lost the USB connection all the time :-(

From your last sentence it seems that it doesn't completely not work, but only very flaky. This is a good sign, suggesting that you have a power problem. Make sure the trimmer is all the way clockwise and that you're using a decent (>=10W output) power supply.

Thanks for your answer, yes it was a power problem. I use a "9.7V NiMH
battery" from a RC car with a 5V USB LiPo battery It works fine, but
now I have set the chq higher and it works also whit my NiMH battery..
