I'm using a Pikit 3 to program the a clean Pic .  What hex file is the latest release and where to I find it?

On the downloads page you'll find all this information. The zip files in the third column contain the HEX files you're after. You can use either the bootloader-only image and then use IOIODude to install the app (faster) or the combined bootloader+app image (slower, one less step).
