Mostly plugin related changes, but a couple other important ones are here too.

- Use a defualt value for `mac_prefix` if the key doesn't exist.
- Don't raise an exception if the jailed dataset doesn't exist for 1.7.4 legacy jails
- Fix some types in `migrate`
- Fix missing overlay for plugins being fatal
- Show correct error on pkg install for plugins
