Problem using Telnet with 2 different Cache installs

I am having an issue using telnet with 2 different Cache local installs on my Windows machine. I have no problems with my first install and I can use telnet in my terminal emulator software (Reflections) to connect to port 23 with no issues. I cannot use Reflections to telnet to the second install. The second install is version 2013 and the first is 2010. I have changed the telnet port in the second install to use port 1923. The default Cache telnet software works fine, but I really want to use Reflections.

I've looked through the documentation and can't find anything that helps. Does anyone have any advice of things to try or look at?

Oh, and both of these installs are single user installs. I only have one running at a time.

Check below for a few possible issues:

1) enable telnet host in Cache SMP (System Management Portal - security)
2) allow telnet service through Windows and other firewalls to Cache box
3) single user or demo cache license may not allow Cache host (check with InterSystems).
4) make sure you have no other telnet host on the Windows server (like Windows telnet host).

Ah ha! Item number 1 led to the answer! The telnet service was not enabled. I turned it on and can now use my emulator. It's interesting that the Cache documentation did not mention this service at all.
