Relinquishing of Flawed Legislation Bill
Purpose:
This bill is intended to rid the United States government of one egregious flaw that allows corruption in the basic function of the legislative branch. This bill is intended to protect the people of the United States of America from the poisoning affect that rider bills have plagued on this great nation since its inception. If passed through the legislative branches and signed by the president of the United States all forms of rider bills will no longer be allowed. Each and every bill will be constrained to one main function and any part of said bill that is not constructive to that one purpose will hereafter be null and void and must be stricken from the bill. This will prevent for example an appropriations, an abortion, an environmental, and a defense bill being consolidated into one. Rider bills and those who introduce them intend to corrupt our legislation by trying to pass a controversial piece of legislation that would not pass on the merit of said bill alone. They also corrupt legitimate legislation by adding a controversial piece with intend to destroy the legitimate part of the bill. This will make sure that the votes that are cast upon each bill are used efficiently and are made with conviction and without doubt of the intent of the bill or the pieces within. This will mean that there may be more bills brought before the congress which, although seemingly counter intuitively, will increase efficiency of congress by decreasing the time spent adding amendments and decreasing the time necessary to review each bill. Another effect this bill will have will be to decrease the length of each bill as to make it easier for our congressmen and women to gain a well informed and uncorrupted consensus on every bill. This bill will also make the power of a presidential a veto more useful tool since the president will no longer have to choose whether one part of the bill is counter productive enough to veto the whole bill. This bill will increase transparency on whether our representatives are really working in the best interest of the nation and the people they represent.
Section 1.
No law shall be passed with any form of rider bill attached to it. From here forth every bill that is to become law may only have one principal context.
Section 2.
Any legislation that has been passed as a rider bill is now null and void. Said bill may however be brought before a congressional vote as its own separate bill and thus become law on the merit of that bill alone.
Section 3.
This bill shall take affect on the first day of the congressional congregation after the ratification into the constitution of the United States of America as to allow time to prepare any pertinent bills that have become void due to this amendment.
