Hello, My name is Jared Schiffner. I have contacted you because I thought you might be interested in a piece of legislation that I would like to put before congress when I make a trip to DC this January. I am interested in your viewpoints on this matter and would love to get as much feedback as I can get before my trip. I am interested in all viewpoints so don't feel bad telling me you think this is a huge waste and will not bring about a positive change in the nation. To those of you who are political science professors I need help to include some examples of rider bills through out history that I can add to the end for emphasis. It seems I do not have the resources to come up with any old rider or poisoning bills that have negatively affected this nation. Please pass this on to anyone you think might be interested or have a good veiwpoint on this matter. Thanks for your help making a posative impact on the legislation of this nation! My current draft of the bill is as follows:
 
 

ROFL Bill

Relinquishing of Flawed Legislation Bill


Purpose:

This bill is intended to rid the United States government of one egregious flaw that allows corruption in the basic function of the legislative branch. This bill is intended to protect the people of the United States of America from the poisoning affect that rider bills have plagued on this great nation since its inception. If passed through the legislative branches and signed by the president of the United States all forms of rider bills will no longer be allowed. Each and every bill will be constrained to one main function and any part of said bill that is not constructive to that one purpose will hereafter be null and void and must be stricken from the bill. This will prevent for example an appropriations, an abortion, an environmental, and a defense bill being consolidated into one. Rider bills and those who introduce them intend to corrupt our legislation by trying to pass a controversial piece of legislation that would not pass on the merit of said bill alone. They also corrupt legitimate legislation by adding a controversial piece with intend to destroy the legitimate part of the bill. This will make sure that the votes that are cast upon each bill are used efficiently and are made with conviction and without doubt of the intent of the bill or the pieces within. This will mean that there may be more bills brought before the congress which, although seemingly counter intuitively, will increase efficiency of congress by decreasing the time spent adding amendments and decreasing the time necessary to review each bill. Another effect this bill will have will be to decrease the length of each bill as to make it easier for our congressmen and women to gain a well informed and uncorrupted consensus on every bill. This bill will also make the power of a presidential a veto more useful tool since the president will no longer have to choose whether one part of the bill is counter productive enough to veto the whole bill. This bill will increase transparency on whether our representatives are really working in the best interest of the nation and the people they represent.


Section 1.

No law shall be passed with any form of rider bill attached to it. From here forth every bill that is to become law may only have one principal context.


Section 2.

Any legislation that has been passed as a rider bill is now null and void. Said bill may however be brought before a congressional vote as its own separate bill and thus become law on the merit of that bill alone.


Section 3.

This bill shall take affect on the first day of the congressional congregation after the ratification into the constitution of the United States of America as to allow time to prepare any pertinent bills that have become void due to this amendment.

Thank you for taking the time to write to me on this matter. 

Yes, it is true that many unlawful and unconstitutional bills have been passed as rider bills, rolled up on top of each other, making the bills so long, complex and time consuming that many of our government officials just simply grow tired of reading or get too confused to fully understand what it is that they are passing.

 I very much like this idea that each bill should stand on it's own merit or not at all. I believe that this would greatly eliminate a large amount of unlawful bills from passing and thus, protect the American citizen's from becoming unknowing victim's of our unconstitutional laws that have been passed by governmental tricks that they currently practice and use against American citizens today.

 My only concern on this is... how many GOOD laws do we have that passed as riders that would become null and void? I certainly am no politician or lawmaker, but I think that also would be worth checking into as well prior to casting this out for proposal. Might I suggest you encourage or request assistance from law students, future political prospects, ACLU and any other groups or organizations that may have already done a good bit of that leg work and may have the answers or the manpower/hours to assist you. 

I will continue to pass on and share any information you give me on this topic as I believe it could help save citizens from the corruption of our own government. Please keep me informed and up to date on what you are doing and I will continue to try to share this knowledge in support through the various groups I am affiliated with. Some of those include   change.org, causes.org, demand in progress, move to amend.org, Food not Bombs, and Occupy Wall Street, Occupy San Antonio and about 50 others. Together we can continue to create positive changes in America.

      I just wanted to try to follow up with you on this Bill that you sent to me on Jan. 4, 2012.  I replied to your email on the 17th, but have not yet received a reply. I was very curious as to whether or not you in fact DID submit this bill? I would like to very much so solidarity, support and sharing of the bill and or a petition for it.
