But a word about organization… If you read the constitution then the organization of the class flows from Fleets to Districts to Regions to the International Class. In all regions —except— North America it is true that you join ILCA through your District. Every year ILCA sends a membership query to each District, they send back their number of members, ILCA rewards them with an invoice for that many members and each District sends their money. In all regions (except Australia) Districts are aligned on country boundaries.
North America is different, we are divided into Districts but ILCA-NA acts as a super district to report membership and handling paying the membership dues for us. This is historic, a result of the class having started in Canada and the US.
Consistency might one day have the US be a District, Canada be a District, Mexico, etc. But that day has not arrived…
