"The Federal Council is charged with completing the penal code with a provision that makes punishable any irreversible surgical or hormonal intervention on the internal or external sexual characteristics or on the genital organs of children incapable of discernment or any incitement to such an intervention in Switzerland.
Interventions which, from a medical point of view, cannot be postponed or which are indispensable to avert a risk of death (temporal urgency) or any other considerable and current danger to the health of the child (material urgency) will be excepted.
Circumcision and sexual reassignment measures that are in the best interest of the child and medically indicated will also be exempted.
