Remote Client's communication to a Linux Interbase DB

Hello, newbie here.

If I had a Linux Interbase server - what programming language/tools would be
best to develop client software for client PCs (runing 32bit Windows)? I get
the impression that Borland C++Builder or Delphi but if this is the case,
can I get away with the standard versions or would I need the pro or
enterprise?

I'm not looking to run a large number of clients so am I right in thinking
that server side programs are not really necessary?
