Yes, it applies to SuperServer (that's the one I used it for). It doesn't
really matter where you put it.
Just put the source in a file called set_tcp_nodelay.c and compile it with
gcc -o set_tcp_nodelay set_tcp_nodelay.c

apply the resulting program to one of the ib-binaries (can't remember which
one, check the manual)
