(I attended and testified at the hearings in support in June 2009 and June 2012 [all an activity started through our caucus]).

They basically expanded the exemptions to include more types of media,
and extended the exemption from "college and university faculty" to
include "college and university students, and kindergarten through
twelfth grade educators." They renewed the exemption for "noncommercial
videos" and "documentary films" and added "nonfiction multimedia ebooks
offering film analysis," and stated "For purposes of this exemption,
'noncommercial videos' includes videos created pursuant to a paid
commission, providing that the commissioning entity's use is
noncommercial" (speaking to nonprofits, I should think) . . . I haven't
studied it in depth, but in the initial review, it could not be better
news -- yay for public comment!! (Also note since the last exemptions
were issued, we have a new Register of Copyright appointed - very cool).
