IPv6 has been designed to address the weaknesses in IPv4. Should TCP also be
modified to address weaknesses or did the developers of TCP provided a
protocol that will function for the foreseeable future?

TCP will function for the forseeable future.

There is a transport protocol under development at the IETF - called SCTP,
which is supposed to address some of the issues of TCP, you may want to take
a look.
