Yes - and No.
Both devices provide layer 1 and layer 2 functionality, converting one
type of physical medium to another and a WAN type framing to an
Ethernet one. They might also provide the same types of layer 3
functionality (it really depends upon the cable router - often called
a cable modem). Many cable modems are really just bridges and do not
actually do any routing, filtering, or network address translation -
others do all this and more.
They are not interchangeable devices though - the specifics of their
layer 1 and layer 2 functionality are built to be used on the specific
WAN media for which they are sold.
