intel pro 100/VE NIC Issue, high Segments Retransmitted

I have a group of 9 PCs
-Dell Dimension 8300
-Dell Dimension 4700
-Dell Dimension 5150/E510

All are running XP sp2 and each has an intel pro 100/VE NIC

After complaints of latency when browsing the internet, I ran netstat -
s -p tcp, and noticed a high Segments Retransmitted count (anywhere
from 10-110 % ). I have 6 additional dells without those cards that
have normal retransmission rates, i.e. < 1%. I have tested all
network cables, and all checks out. the devices are connected to a
dlink dss-16 and netgear fvs318 switches. Can somebody offer a
suggestion/insight into why the resends would be so high and what
could be done to troubleshoot? Thank you.
