Intel SAI2 board not booting

I have a server in the shop, that has been waiting for parts. It
refuses to boot. Let me break this down as best as i can.

Intel SAI2 Server Board
2 P3 1.4g cpu
2 256mb pc133 memory sticks.
1 Main 80g HD
4 80g HD in raid
Basic 32mn Nvidia vc
Onboard sound, ethernet....

What happened was a power transistor was hit by lightning. Fried the
server board and a few other things int he local tv station.

The boss got another board for the server. I took everything apart, put
the board in, no boot. Thinking maybe the chips or the cpu's may be
bad, i tried new memory, new chips. Still no boot. It does power on
though.
Even tried one chip at a time, both old and new with one of the spacer
chips that acts as a cpu.

Called Intel yesterday, but they don't offer anymore interactive help
because they no longer manufacture the board. Yet they sent us a brand
new one over night.

Anyway, took the brand new board this morning, tried a bare bones boot.
Just the memory and cpu. Using on board video. Powers up but no post.
Take out the memory and i get the "No memory" error code. So at least i
know that part is working. Cleared the cmos, still nothing. Pulled the
battery for about 15 minutes, still nothing.

I have no clue as to whats to going on. It's getting power, but just
won't boot. I'm using a new power supply for all of this, because the
old one got fried hard core.

So so far i've tried:
2 new boards
2 sets of cpu's
2 sets of memory
2 power supplies
bare bones boot
cleared cmos

The tv station wants their serve rback, but i can't get it fixed. i
just don't know what's wrong with it. ANy idea's?? Thanks.
