Power-on problems with L440GX+ motherboard

Hi all,

I have been using a dual processor (PIII-850Mhz) L440GX+ based server
system for the last 4 years and suddenly I am faced with this strange
problem:

For the last couple of months the machine was not power on properly -
sometimes even after pressing the power button the machine won't start
up, but after a couple of trials it would. I attributed initially to a
broken power switch and had it replaced. But now, even with a perfectly
working power switch the machine just refuses to power on. I took it to
service engineers at our university and they are suggesting that
probably the on-board power subsystem is broken, but are not very sure
of that. They say it is unlikely since they have not seen this problem
ever!

Does anybody have any ideas about what could be the problem and is
there any solution to it? I checked on Intel site, and there were a
couple of technical advisories about power problems - but I had my
power system checked up for the specifications and it is compatible.
And moreover, I had been using the system for years without any problem
with the same power supply.

Please help.
