Not getting desired CPU speed

We have a PC with the Supermicro P6DBE motherboard with 2 Pentium III 550Mz
with W2kPro that was asssembed by Polywell.

We are not getting 500Mz from the Pentiums. I checked the motherboard
jumpers and the configuration is jb1 on; jb2 off;
jb3 off (I think it's off since the jumper is only on one pin) and jb4 on.
According to the manual this is a 5x ratio which should give 550Hz.. So I
removed (put in on one pin only) the jb1 jumper to give a 5.5 ratio but I
still get 500Mz. What did I do wrong?

If you get 500MHz, that's because you in reality have a 500MHz CPU, not a
550MHz one. All OEM and retail P2 processors (and more recent ones as well,
plus some ancient original pentiums) are multiplier locked. That means it is
not possible to change the ratio using any external means; the ratio is
fixed internally on the CPU die itself. Permanently.

Please verify if you have a 500MHz CPU or not (by visually inspecting it).
If you DON'T, then it might be the BIOS that reports the wrong processor
speed. There are many programs that can extract the true clockspeed from the
CPU, try WCPUID; it can be downloaded from http://www.h-oda.com/ or other
places as well. iNTEL also has a program that does very much the same thing,
