New Intel Phone SW FOr Win ME?

I just upgraded one of my PC's to Win ME.
Had to do a fresh install. Reinstalled the Intel Camera SW.
Now when I am in a call, I cannot adjust the Internet Bandwidth.
I have a cable modem & under Win98 SE can bump the rate up to 384K.
Really helps the image quality.
It refuses to ask me for the rate at the beginning of the call even though I
have that option set & the Intenet BW control is grayed out.

I must admit that my image is much less grainy under Win ME.
Now if I can only get the BW back up.
